Databases: Include Deleted and Suspended Users in User Lookup Fields

This introduces an option in the Form Builder to allow the selection of Deleted users, Suspended users - or both in the User Lookup Field.

Users will still display in selection dropdown with (Deleted) or (Suspended) appended after their name.

This option will also allow retention of these users when editing records. (When this field is not enabled, Deleted and Suspended users will drop off from selection upon edit of a record.)

Databases: Allow Editing of Sections for specific Groups

Previously, sections within a Database Form could be configured to Restrict specific Groups from being able to edit fields within that section. 

This enhancement introduces the alternative option to opt-in specific Groups to be able to edit a Section instead.
